The best solution is number 2 ( People should only be able to climb uluru certain times per year). This is the best possible solution because it gives people the freedom to do what they won't and climb Ayers rock/ uluru certain times a year. The majority of the people will be happy with this because they will still be able to climb uluru but it will only be for about 1 month per year. The aborigines of central Australia will mostly be happy with this because people wont be able to climb uluru for most of the year, but they will be a little unhappy because people can still climb uluru during one month.
This solution is better than the other because if you allow people to not climb it at all, the towns that are close to uluru will lose lots of money because people wont be buying as much merchandise and going there. It is better than if you put toilets on uluru, because then you will have to pay for the up keeping of uluru and there will be more people walking on it because they know that there are toilets there.
